FAA’s New Air Traffic Software Contract Targets the Delay Problem Behind U.S. Summer Travel
The Federal Aviation Administration has selected Air Space Intelligence to help modernize how flights are planned and managed across U.S. airspace, a move that could matter to travelers long after this summer’s crowded airport season. The contract, announced by the FAA on June 22 and detailed in industry reporting this week, covers two new traffic-management technologies designed to help controllers and airlines anticipate congestion before aircraft leave the gate.
The change will not erase weather delays, staffing constraints or runway disruptions overnight. But it is a significant signal that the federal government is moving beyond short-term delay management and toward predictive planning for the National Airspace System, where problems at one major hub can quickly ripple into missed connections across the country.
What the FAA is buying
The FAA said Air Space Intelligence will deliver two complementary systems: Flow Management Data and Services, known as FMDS, and Strategic Management of Airspace, Routes and Trajectories, known as SMART. The agency describes FMDS as the future data backbone of the FAA’s Air Traffic Control System Command Center, while SMART is intended to use that data to coordinate schedules, routes and airspace constraints before flights depart.
In plain terms, the FAA wants a more unified operating picture. Today, airlines, operators and government traffic managers often work from different data sources and timelines. Weather, airport capacity, runway closures, traffic volume and route restrictions may not be fully understood together until an aircraft is already taxiing, waiting at the gate or airborne. The FAA’s SMART fact sheet says the new platform will analyze airline schedules, weather, airport capacity, airspace conditions and operational constraints to identify likely conflicts earlier. The system is also meant to update forecasts as conditions change, giving the FAA, airlines and other operators a shared planning view throughout the day.
Why this matters for U.S. travelers
For passengers, the most important point is not the software name. It is the possibility of fewer preventable delays, better rerouting decisions and faster recovery after a disruption. The FAA says the tools are intended to improve traffic flow, increase usable airspace capacity and reduce delays. At the same time, the air traffic control modernization debate has become more urgent because many parts of the system still rely on older technology and fragmented workflows.
Airlines for America, the trade group representing major U.S. carriers, has argued for years that air traffic control modernization is essential for safer and more efficient travel. In the FAA announcement, A4A chief executive Chris Sununu called the SMART program an encouraging step and said airlines are coordinating with the FAA so the system can provide more efficient routings and more predictable information about capacity.
The FAA’s own explanation is similarly focused on coordination. The agency says the current system has limited ability to anticipate the combined effects of high traffic volume, weather, runway closures and other capacity limits. It also says controllers often depend on multiple systems, screens and spreadsheets to assemble the data needed for decisions. A single planning layer would not replace controllers, but it could give them and airlines a more complete picture earlier in the travel day.

The near-term lesson is still conservative trip planning. Until the new systems are operating at scale, passengers should build more buffer into connections, especially when flying through weather-sensitive hubs or when a cruise, tour, wedding, business meeting or international departure depends on an on-time arrival.
